The foundation of our evaluation framework
Five core criteria defined by the OECD-DAC guide our evaluation work. These criteria ensure evaluations remain comprehensive and balanced.
Relevance
The degree to which the programme aligns with the needs of the target population and the policy context. Design-phase alignment and continued pertinence are assessed.
Effectiveness
The extent to which the programme achieves its intended objectives. Target-to-output comparison is analysed systematically.
Efficiency
The productivity of the resource-to-output conversion process. Use of time, budget, and human resources, as well as cost-effectiveness, are examined.
Impact
The broad, long-term effects of the programme on societal change. Unintended and adverse consequences are also included in the assessment.
Sustainability
The likelihood that gains will continue after external support ends. Institutional capacity, ownership levels, and contextual risks are examined.
Five stages of a project
Scope and Question Definition
Evaluation questions are determined collaboratively with stakeholders and grounded in the existing evidence base. Purpose, users, and context are clarified.
Design and Methods
The most appropriate mixed-method design is selected for the research question. Sampling, data collection tools, and an analysis plan are developed.
Data Collection
Data is gathered from multiple sources including surveys, interviews, focus groups, and administrative records. Data quality is monitored throughout the process.
Analysis and Validation
Quantitative and qualitative findings are integrated; internal consistency and reliability are tested. Findings are shared with stakeholders for validation.
Reporting and Recommendations
Clear, action-oriented reports and policy recommendations are presented to decision-makers. An implementation monitoring mechanism is proposed.
