Youth Programme Impact Evaluation
Measuring the social impact of vocational development programmes delivered through youth centres run by a metropolitan municipality.
Context
Youth centres operating at metropolitan scale were delivering vocational development and social skills programmes. The municipality sought to demonstrate the impact of these programmes on youth employment readiness and social integration using measurable indicators.
Approach
A mixed-method evaluation was conducted using a pre-post measurement design and comparison with a control group. Quantitative surveys, focus group discussions, and analysis of programme records were used in combination.
Outcomes
Measurable improvements were identified in employment readiness indicators among programme participants. Strong and weak programme components were identified, and evidence-based recommendations for programme revision were developed.
Rural Development Programme Monitoring System
Establishing an M&E infrastructure and conducting a process evaluation for an internationally funded rural development project.
Context
An international NGO requested the establishment of a monitoring and evaluation mechanism for a rural livelihoods development project in Turkey. Balancing the funder's reporting standards with field-specific needs was essential.
Approach
A logical framework (log frame) was developed, along with an indicator tracking table and data collection plan. Progress data was collected through quarterly field visits; process evaluation findings were presented in a mid-term report.
Outcomes
An M&E system fully aligned with funder reporting standards was established. Mid-term evaluation findings guided programme adaptations, and outreach rates to target groups were monitored through periodic comparisons.
Social Assistance Programme Effectiveness Evaluation
Evaluating the reach and effectiveness of a long-running social assistance programme using OECD-DAC criteria.
Context
A public institution sought to evaluate the extent to which a long-standing social assistance programme actually reached its intended beneficiaries and whether it was producing expected outputs. Existing administrative record analysis was proving insufficient.
Approach
A mixed-method evaluation framework was designed based on OECD-DAC criteria. Administrative record analysis, a beneficiary survey, and field interviews were conducted in an integrated manner. Focus discussions were also held with groups who had not been able to access the programme.
Outcomes
Gaps and barriers in reaching the target population were systematically mapped. Operational and policy recommendations for improving access were presented with evidence-based justifications.
CSR Programme Needs Assessment
Foundational research for designing a corporate social responsibility programme targeting small-scale producers in a supply chain.
Context
An industrial company sought to commission foundational research to underpin the design of a CSR programme to develop the capacity of small-scale producers in its supply chain. Both the genuine needs of the target group and stakeholder expectations needed to be identified.
Approach
A survey of the target population and in-depth stakeholder consultations were conducted. Sector needs mapping and benchmarking supplemented the findings.
Outcomes
Priority intervention areas were identified through evidence. Grounding programme components in needs findings strengthened both the impact potential and the defensibility of the programme.
